WebI misunderstood your initial post. You create your main outer circle, then create a slightly smaller circle. Duplicate the slightly smaller circle and drag it out of the main circle. Write your text and do the text to path. Select the text and do path> object to path. Rotate to the orientation you like and then finally drag into the circle.
